Eagle Feathers--a Legal Flap A Native American casino group recently gave Governor Davis an eagle feather, a traditional symbol of high achievement and spiritual power. Trouble is, it's illegal under federal law to possess "any part, nest or egg" of an eagle, except with a permit (s668, US Code, Title 16-Conservation). A violation is punishable by up to one year in jail or a $5,000 fine, or both. The Govenor has no permit exempting him from this law or a parallel statute (s3511) in the Fish and Game Code. His attorneys are looking into getting him one, an aide said. (Based on an article in the September 9 Santa Rosa Press-Democrat.) |
